CELPIP meaning: what is the CELPIP test?

The CELPIP (Canadian English Language Proficiency Index Program) is a fully computer-based English test that IRCC, Canada's immigration department, accepts for permanent residence, Express Entry, the Post-Graduation Work Permit (PGWP) and citizenship. The CELPIP-General tests Listening, Reading, Writing and Speaking in one sitting of just under three hours, and each score matches a Canadian Language Benchmark (CLB) level.

Canadian PR and work permits

Express Entry, the Provincial Nominee Programs (PNP) and the PGWP all accept the CELPIP-General, the version offered in the Philippines. Filipinos were the second-largest group of new permanent residents in 2025 (25,230), and in 2024 they received 2,561 Express Entry invitations, the fifth most of any country.

Canadian citizenship

If you are 18 to 54, citizenship needs proof of CLB 4 in Listening and Speaking. The CELPIP-General results you sent with your PR application count even after they expire, and so does a diploma or transcript from a secondary or post-secondary program taught in English. The shorter CELPIP-General LS is not offered in the Philippines.

Australia, but not the UK

Australia's Department of Home Affairs accepts the CELPIP-General taken at a test center on or after August 7, 2025; an earlier result does not count. UK visas do not accept CELPIP at all.

How much is the CELPIP exam in the Philippines?

The CELPIP-General costs ₱10,000 at every test center in the Philippines, the same at all 76 sittings listed when we checked on September 25, 2026. That is ₱4,470 less than IELTS General Training on computer (₱14,470 at the British Council and IDP). PTE Core is priced in US dollars (US$240), so the peso amount on your card depends on your bank's exchange rate. The CELPIP-General LS is not offered in the Philippines.

Where can you take CELPIP in the Philippines?

CELPIP has seven test centers in the Philippines: Manila, Makati, Imus (Cavite), Dagupan, Cebu City, Bacolod and Cagayan de Oro. Every sitting costs ₱10,000. You book online through the official CELPIP Philippines page, or register and pay in person at the Magsaysay Center in Manila. When we checked on September 25, 2026, 76 sittings were listed through December 19, and none was sold out.

  • Schedule: Imus, Dagupan, Bacolod and Cagayan de Oro test every Wednesday at 9:00 a.m., and Manila most Fridays. Makati and Cebu City had only three Saturdays each through December, so book those early. Dates are added in batches: if yours is not listed yet, check again. Some older pages, including celpip.ca's own locations page, still say CELPIP is available only in Manila; the live test-date list is the one to trust.

  • No center near you? From Baguio, Ilocos, the Cagayan Valley or Tarlac, the closest center is Dagupan. From Pampanga or Bulacan, go to Manila or Makati. South of Metro Manila, try Imus. From Iloilo or Negros, go to Bacolod, and from Bohol or Leyte, to Cebu City (three dates). In Mindanao the only center is Cagayan de Oro; there is none in Davao.

  • Booking, step by step: create a CELPIP account from the official CELPIP Philippines page, choose the CELPIP-General, pick your center and date, and pay ₱10,000. For PR, Express Entry or the PGWP, the test purpose to pick is IRCC, "Permanent Residence (PR)/Temporary Residence (TR) in Canada". The Register Now buttons open celpip-registration.paragontesting.ca, the official registration site. If the payment does not go through, the booking stays pending: pay it from the cart in your CELPIP account within 24 hours. Our CELPIP registration guide walks through each screen.

  • On test day: arrive 45 minutes before your start time. Check-in closes 15 minutes before the test, and latecomers cannot take it and get no refund or transfer. Bring the original, valid passport you registered with (a PhilID, UMID, driver's license or PRC ID is not accepted, and photocopies are refused), and do not send it off with a visa application before your test date. Also bring your test confirmation email, printed or on your phone. Your name, date of birth and passport details must match your booking exactly; if something is wrong, email CELPIP at least 7 days before the test to have it corrected. The center gives you paper for notes and a headset with a microphone; you cannot bring your own paper. The rules are on the official test day page and FAQs.

A trip to another city or island for the test costs time and money. Take a full mock exam first to check that you are already at the level you need, so you only book once.

Test format

How long is the CELPIP exam, and is it hard?

The CELPIP-General takes just under three hours in one sitting, all on a computer: Listening 46 to 55 minutes, Reading 43 to 56 minutes, Writing 53 minutes and Speaking 15 minutes. There is no pass or fail, so how hard it feels depends on the level your program needs. What catches most people is the clock, and Reading questions that test what a passage implies rather than what it says. Each part is explained in our CELPIP test format guide.

Tips for Filipino test takers, section by section

Listening

Tip: Each recording plays once, and the questions come only after it. Take notes on the paper the test center gives you: names, numbers, times and what people decide. Click your answer before you move on: on some Listening parts you cannot go back.

Reading

Tip: You do not have to read every word. Read the question, find the part of the passage that answers it, and choose the option the whole passage supports, not the one that repeats a word from it. On many Reading parts you cannot go back, so click your answer before Next.

Writing

Tip: You type both tasks on the computer; Listening and Reading are click-to-answer. Match the email's tone to the reader, and use the on-screen word counter to stay within 150 to 200 words.

Speaking

Tip: Eight tasks, recorded through a headset with no examiner, and four of them show a picture. Practice the full set against a timer, so the countdown feels normal on test day.

CELPIP or IELTS

CELPIP vs IELTS in the Philippines: which is easier?

Neither is easier across the board; the format is what differs. CELPIP is fully computer-based and records your Speaking with no examiner, which many Filipino test takers find less nerve-racking, and it costs ₱10,000 against ₱14,470 for IELTS on computer. Both give the same CRS points for the same CLB level. IELTS has more centers, and the nursing regulators in BC and Ontario accept IELTS Academic but not CELPIP.

Under IRCC's official equivalency, a CELPIP 7 in all four skills matches IELTS 6.0. From CLB 8 up, IELTS asks more of Listening than of the other skills: CLB 8 needs 7.5 in IELTS Listening, while CELPIP needs an 8.

What is the CELPIP passing score for PR, PNP and caregivers?

CELPIP has no pass or fail. Each skill gets its own level (a CELPIP 7 is CLB 7), and your program sets the minimum in every skill, with no averaging: CLB 7 for the Federal Skilled Worker Program and Canadian Experience Class TEER 0 or 1 jobs, CLB 5 for TEER 2 or 3, usually CLB 4 to 7 for a Provincial Nominee Program (PNP), and CLB 4 for the caregiver pilots, now closed.

How many CRS points is each CLB level worth?

In Express Entry, going from CLB 7 to CLB 9 in all four skills adds 56 language points for an applicant without a spouse (from 68 to 124). Language points stop rising at CLB 10. Skill transferability points also double at CLB 9: for example, language combined with a master's degree (or two post-secondary credentials, one of them three years or longer) rises from 25 to 50 points.

Joy passes on the notice about Thursday's water shut-off and offers water if Paolo needs some. Option a is the trap: the word repairs is in the message, but nobody asks Paolo to repair anything; the building manager only announced the repairs. When a question asks why someone is writing, look for the whole message, not a repeated word.

Your friend is moving to a new city for work and cannot decide whether to rent an apartment downtown or in the suburbs. Give your friend advice.

Tip: Keep a simple shape: give your main advice in the first sentence, back it with two reasons and an example, and close with a short summary. Practice the shape, not a script; raters notice memorized answers quickly.

For Filipino test takers

6 habits that lower CELPIP scores for Filipino test takers

CELPIP raters do not score your Filipino accent, and Philippine English is not wrong. What lowers scores is a handful of habits that read as errors to a rater outside the Philippines, or that do not suit a timed test. CELTESTPIP's AI feedback points many of them out in your answers.

  1. "For me, I think" and other doubled phrases

    The habit: For me, I think and According to my own opinion say the same thing twice (IDP Philippines lists both). You give your opinion in Writing Task 2 and in Speaking Task 7, so the habit repeats, and it costs words and seconds you could spend on a reason.

    The fix: Pick one: I think, In my opinion or I'd prefer. Then spend the words on a reason and an example.

  2. Local expressions a Canadian rater may not know

    The habit: Open the lights, cope up and heavy in the pocket are everyday Philippine English, but a rater outside the Philippines may read them as errors or not understand them. CELPIP rates how precise and suitable your word choice is.

    The fix: Say turn on the lights, cope with, and expensive or it costs a lot.

  3. "Po", "opo" and switching languages mid-answer

    The habit: Adding po at the end of a sentence, or opo for yes, sounds out of place in a recorded English answer. Switching to Tagalog, Bisaya or another mother tongue in your head while you search for an English word leaves long pauses, and in CELPIP Speaking the timer keeps running.

    The fix: Show politeness in English (Would you mind..., I'd suggest...). If a word will not come, describe it (the thing you use to...) and keep going.

  4. Articles and verb agreement

    The habit: In a 2023 analysis of more than 1,800 practice IELTS answers from learners in the Philippines, misused articles topped the list of grammar errors, ahead of most of the where most is correct, double helping verbs (I am do not like), prepositions and agreement (Modern technology have). The on-screen spell-check catches spelling, not grammar.

    The fix: Save the last minute of each Writing task to check a, an and the, and the -s on verbs after he, she, it and singular nouns.

  5. Putting on an American accent

    The habit: Some review centers sell accent neutralization classes, and some test takers switch to an American accent on test day. A borrowed accent tends to slip under pressure, and CELPIP says its raters do not consider your accent.

    The fix: Speak in your own accent, clearly and at a steady pace. Work only on sounds that change meaning, like ship and sheep, and on word stress: PREsent (a gift) and preSENT (to show).

  6. Freezing when the timer starts

    The habit: Test takers say the countdown makes them freeze, and many run short of time in Speaking, where each task gives you 60 or 90 seconds to answer.

    The fix: Practice every Speaking task against a timer. Use the preparation time to pick one idea and two reasons, and if you go blank, restate the question in your own words and keep talking until the time runs out.

Which English tests does Canada accept for PR?

For permanent residence, including Express Entry, IRCC accepts three English tests: the CELPIP-General, IELTS General Training and PTE Core (accepted since 2024). IELTS Academic and PTE Academic are not accepted for PR. If you speak French, TEF Canada and TCF Canada are accepted too.

Is there CELPIP in the Philippines? Where can I take it?

Yes. CELPIP has seven test centers: Manila (Magsaysay Center, Times Plaza, Ermita), Makati (Ateneo de Manila, Salcedo Campus), Imus, Dagupan, Cebu City, Bacolod and Cagayan de Oro. You book online or in person at the Magsaysay Center, then take the test in person with your passport. Pages that say CELPIP is available only in Manila are out of date.

How much is the CELPIP exam in the Philippines?

How do I pay for CELPIP if I don't have a credit card?

Your bank's Visa or Mastercard debit card should work, because CELPIP's online payment takes debit cards as well as credit cards; if it is declined, ask your bank to enable it for online international payments. CELPIP also recommends a prepaid card, such as a Mastercard Prepaid Card or a Visa Gift Card, with the full amount on one card. You can also register and pay in person at the Magsaysay Center for Hospitality and Culinary Arts in Manila. What is the CELPIP exam schedule in the Philippines?

Imus, Dagupan, Bacolod and Cagayan de Oro test every Wednesday at 9:00 a.m.; Manila has sittings most Fridays, plus some Saturdays; Makati and Cebu City had three Saturdays each through December 12. When we checked on September 25, 2026, dates were listed through December 19 and none was sold out. New dates are added in batches, so check the official CELPIP Philippines page again if yours is not there yet.

Is there a CELPIP test center in the Visayas or Mindanao?

Yes. Cebu City and Bacolod are in the Visayas, and Cagayan de Oro is in Mindanao. There is no center in Davao, Iloilo or Baguio: from Davao, the nearest is Cagayan de Oro; from Iloilo, Bacolod; and from Baguio, Dagupan. PTE Core, also accepted for Canadian PR, has test centers in Davao and Baguio.

Can I take the CELPIP test online or at home?

No. The test is fully on a computer, but CELPIP's official FAQ says it must be taken in person at one of its test centers, so you cannot take it at home or on your phone.

What should I bring to the CELPIP exam? Can I use my PhilID or UMID?

Your passport and your test confirmation email. In the Philippines, CELPIP accepts only a passport or a refugee travel document, so a PhilID, UMID, driver's license or PRC ID will not get you in. It must be the original, valid passport you registered with: photocopies and expired passports are refused, and your name, date of birth and passport details must match your booking exactly (email CELPIP at least 7 days before the test to correct them). With the wrong ID you are turned away, with no refund or transfer. Arrive 45 minutes early: check-in closes 15 minutes before the test.

I'm an OFW. Can I take CELPIP in the country where I work?

Yes, in many of them. celpip.ca's list of test locations includes Dubai (not Abu Dhabi), Riyadh, Doha, Kuwait City, Hong Kong, Singapore and Taiwan, among other places. Each country has its own fee, not the ₱10,000 you pay in the Philippines, so check the dates, price and ID rules on that country's CELPIP page before you book. It is the same CELPIP-General that IRCC asks for, wherever you take it.

Is CELPIP better or easier than IELTS?

For Canadian PR, neither is better: IRCC accepts both, and the same CLB level earns the same CRS points whichever test you take. They are also about equally hard; the format is what differs. CELPIP is fully computer-based, has multiple-choice Listening and Reading, and records your Speaking with no examiner, and in the Philippines it costs less (₱10,000 against ₱14,470). The exceptions are nursing and the UK: BCCNM in British Columbia and CNO in Ontario do not accept CELPIP for nursing registration (both accept CELBAN, IELTS Academic, OET and PTE Academic), and UK visas accept only approved tests such as IELTS for UKVI, booked separately from the IELTS General Training you take for Canada. What is the CELPIP passing score for caregivers?

There is no pass or fail. The Home Care Worker Immigration Pilots needed CLB 4, a CELPIP 4, in each of the four skills, with results less than two years old. The levels are not averaged: Listening 6, Reading 3, Writing 5 and Speaking 6 does not qualify, because Reading is below 4. The pilots are closed to new applications (canada.ca, updated January 27, 2026).

How do I pass the CELPIP exam?

There is no pass or fail, so "passing" means reaching the level your program needs in every skill: for example CLB 7 in all four for the Federal Skilled Worker Program, or CLB 5 for Canadian Experience Class TEER 2 or 3 jobs. IRCC does not average the levels, so start with a timed practice test to find your weakest skill and work on it first. Practice Speaking and Writing under time limits, with feedback on every answer, and book when your practice scores reach your target in all four skills.

What CELPIP score do I need for PR or Express Entry?

The Federal Skilled Worker Program needs at least CLB 7 (a CELPIP 7) in all four skills. Each level above that, up to CLB 10, adds CRS points: going from 7 to 9 in all four skills adds 56 language points for an applicant without a spouse. CLB 9 in all four skills also raises your skill transferability points when you have a post-secondary credential or foreign work experience.

What is the CELPIP score chart for Reading and Listening?

CELPIP's results page has an approximate chart for Reading and for Listening, each out of 38 questions. In Reading, about 24 to 28 correct answers gives a 7, 28 to 31 an 8, 31 to 33 a 9 and 33 to 38 a 10 or higher. Listening needs a few more: about 27 to 31 gives a 7, 30 to 33 an 8 and 33 to 35 a 9. The bands overlap, and CELPIP says the number needed can vary slightly from one test to another, so treat the chart as an estimate. Writing and Speaking have no such chart: trained raters score them.

Can nurses use CELPIP?

For immigration, yes. For nursing registration, no: when we checked on September 25, 2026, neither BCCNM in British Columbia nor CNO in Ontario listed CELPIP. BCCNM accepts CELBAN, IELTS Academic, OET and PTE Academic; CNO accepts CELBAN, IELTS Academic or General Training, OET and PTE Academic. None of the BCCNM tests counts for PR, so a nurse heading to BC who takes one of them still needs a CELPIP-General, IELTS General Training or PTE Core result for PR. In Ontario, one IELTS General Training result can cover both, if it meets CNO's minimums and your PR program's. Both regulators also accept other evidence instead of a test, such as nursing education or practice in English; if you qualify that way, the only test you need is the one for PR, and CELPIP counts for that. Check the regulator in the province where you plan to work.

When do CELPIP results come out, and does CELPIP expire?

Scores are usually posted to your CELPIP account 2 to 4 business days after the test (CELPIP's Philippines page says 3 to 4). For Express Entry they must be less than two years old when you create your profile and when you apply, so time your test to your application. For citizenship, IRCC accepts results even after they expire.

Where can I get a free CELPIP reviewer or sample test?

CELPIP gives free official practice tests on its free practice tests page (you unlock them with a short form), and CELTESTPIP has free CELPIP practice for every section, with answers and explanations, plus 3 free credits to score your Writing and Speaking with AI. More than 60 full mock exams come with Pro Membership. CELPIP does not publish past tests, so a "reviewer" sold as the real test is not official, and memorized answers can get your results canceled.

Do I need a CELPIP review center or tutor?

No, neither is required. Test takers report high scores from timed practice alone, and what matters is practice in the real format with feedback on your Writing and Speaking. If you want a person to guide you, you can find a CELPIP teacher or invite your own to follow your progress. Take a full mock exam first to see how far you are from the level you need.

How soon can I retake CELPIP, and do I pay again?

Plan a month between attempts: CELPIP's Philippines page says that if you register for more than one test, every sitting must be at least 30 calendar days apart, or CELPIP can cancel the extra registration. There is no single-skill retake: each sitting covers all four skills. Results come 2 to 4 business days after the test, so check them and work on your weakest skill before you book again. Each attempt is a new ₱10,000 booking.

What is the CELPIP Philippines contact number?

CELPIP lists no phone number in the Philippines: its customer service is in Canada. Email [email protected], or call +1 778-327-6854, the Vancouver number on CELPIP's contact page, as an international call; the toll-free 1-800-958-5186 works only within North America. The lines are open every day from 5:30 a.m. to 5:00 p.m. Pacific Time, which is 8:30 p.m. to 8:00 a.m. the next morning in the Philippines (9:30 p.m. to 9:00 a.m. from November to mid-March), and are closed on Canadian public holidays.
