CELPIP Speaking Score Chart: Levels, CLB & IELTS Equivalents (2026)
Your CELPIP Speaking level maps 1-to-1 to CLB (Speaking 9 = CLB 9). See the full chart to IELTS and TOEFL, plus how the 4 criteria are scored.

Your CELPIP Speaking level maps directly to the Canadian Language Benchmark (CLB). A Speaking score of 9 equals CLB 9. Levels run from M (minimal) to 12 (advanced), graded holistically across your 8 speaking tasks on four criteria: Content/Coherence, Vocabulary, Listenability, and Task Fulfilment. In IELTS terms, CLB 9 is roughly Speaking 7.0.

What is the CELPIP Speaking score chart?
The chart is simply the map between your CELPIP Speaking level, the CLB level Canadian immigration uses, and the equivalent band on other tests. CELPIP reports Speaking as a single level from M to 12. That number is your CLB level for Speaking, and there is no conversion math, unlike IELTS, where each skill needs its own lookup.
| CELPIP Speaking level | CLB level | What it signals |
|---|---|---|
| 12 | 12 | Advanced proficiency in workplace and community contexts |
| 11 | 11 | Advanced proficiency in workplace and community contexts |
| 10 | 10 | Highly effective proficiency |
| 9 | 9 | Effective proficiency |
| 8 | 8 | Good proficiency |
| 7 | 7 | Adequate proficiency |
| 6 | 6 | Developing proficiency |
| 5 | 5 | Acquiring proficiency |
| 4 | 4 | Adequate for daily-life activities |
| 3 | 3 | Some proficiency in limited contexts |
| M | 0–2 | Minimal proficiency, or not enough evidence to assess |
The 1-to-1 CELPIP-to-CLB mapping is confirmed by IRCC's official Express Entry language table: a CELPIP-General Speaking result of 9 is entered as CLB 9, an 8 as CLB 8, and so on.
How is the CELPIP Speaking test scored?
CELPIP Speaking is scored holistically, not out of a fixed number of points. You complete 8 tasks: giving advice, talking about a personal experience, describing a scene, making predictions, comparing and persuading, dealing with a difficult situation, expressing opinions, and describing an unusual situation. A trained rater judges each response, and your overall level reflects your consistent performance across all of them.
Raters weigh four criteria:
- Content/Coherence: how many relevant ideas you give, how well you develop them, and whether your response is organised with supporting detail. Thin, one-line answers cap your level here.
- Vocabulary: range and precision. Using the right word beats using a big word. Vague, repeated wording holds you back.
- Listenability: how easy you are to follow: pronunciation, intonation, rhythm, and grammar working together. You do not need a "perfect" accent; you need to be effortless to understand.
- Task Fulfilment: did you actually do what the task asked, cover all of it, use the right tone, and speak for the full time? Drifting off-topic or finishing early costs you here.
This is why memorised templates only take you so far. A template gives you structure, but the rater is listening for real, on-topic content delivered clearly under time pressure. If you want the structure without sounding robotic, our CELPIP Speaking templates for all 8 tasks show how to keep a frame while filling it with genuine ideas.
What CELPIP Speaking level equals which CLB?
Every CELPIP Speaking level equals the same-numbered CLB level (M maps to CLB 0–2). That single fact is what immigration officers read off your result. So when a program says "CLB 7 Speaking," it means a CELPIP Speaking level of 7.
For how those CLB levels turn into Express Entry points and program minimums, see CELPIP scores for Canadian immigration and CLB requirements, which breaks down how your scores affect your CRS points.
How does CELPIP Speaking compare to IELTS Speaking?
This is where most charts online get it wrong, and the error can cost you. IRCC's official equivalency table converts each IELTS skill to a CLB level separately. The Speaking band that equals a given CLB is not the same as the Writing or Listening band. Here is the correct CELPIP-to-IELTS Speaking mapping, straight from IRCC (updated June 2026):
| CELPIP Speaking / CLB | IELTS Speaking band |
|---|---|
| 10, 11, 12 | 7.5–9.0 |
| 9 | 7.0 |
| 8 | 6.5 |
| 7 | 6.0 |
| 6 | 5.5 |
| 5 | 5.0 |
| 4 | 4.0 |
| M | Below 4.0 |
Note the top of the scale: IRCC groups CLB 10 and above into a single IELTS Speaking range of 7.5–9.0. It does not assign separate bands to CLB 11 or 12. So a CELPIP 10, 11, or 12 all sit in that 7.5–9.0 window for immigration purposes.
If you have seen a chart claiming CELPIP 9 equals IELTS Speaking 7.5, it is off by half a band. The correct figure is 7.0.
How does CELPIP Speaking compare to TOEFL iBT Speaking?
TOEFL iBT is not accepted by IRCC for permanent-residence programs, so there is no official CLB-to-TOEFL conversion. The table below is an approximate concordance for general comparison only, so do not use it for an immigration file.
| CELPIP Speaking level | TOEFL iBT Speaking (approximate) |
|---|---|
| 12 | 30 |
| 11 | 28–29 |
| 10 | 26–27 |
| 9 | 24–25 |
| 8 | 22–23 |
| 7 | 20–21 |
| 6 | 18–19 |
| 5 | 16–17 |
| 4 | 14–15 |
What CELPIP Speaking score do I need for Express Entry?
It depends on the program, and the Speaking minimum moves with it. Per IRCC:
- Federal Skilled Worker & Canadian Experience Class (NOC TEER 0 or 1): CLB 7 in all four abilities, so CELPIP Speaking 7 minimum.
- Canadian Experience Class (NOC TEER 2 or 3): CLB 5 with Speaking 5 minimum.
- Federal Skilled Trades: CLB 5 for Speaking and Listening with Speaking 5 minimum.
Those are floors, not targets. Because CLB feeds your CRS score, most competitive Express Entry candidates aim for CLB 9 (Speaking 9) across the board, since that unlocks the higher language points. If your goal is CLB 9-plus, our guide to speaking confidently enough to score above 9 walks through what raters reward at the top of the scale.
How can I raise my CELPIP Speaking score?
Work the four criteria directly instead of practising vaguely:
- For Content/Coherence, push past your first idea. Give two or three developed points with a specific example each, and signpost them so the rater hears the structure.
- For Vocabulary, build topic-specific word banks (workplace, community, personal life) and practise using them precisely, not stuffing in "impressive" words that do not fit.
- For Listenability, record yourself and listen back. Flat delivery and long pauses hurt more than a mild accent. Aim for a natural, steady rhythm.
- For Task Fulfilment, read the prompt twice, answer every part, match the tone it asks for, and keep talking until time is called. Finishing 15 seconds early is a wasted opportunity to add detail.
The fastest feedback loop is doing real, timed tasks and seeing where you actually land. Our CELPIP Speaking tips for sounding natural cover the delivery habits raters notice, and you can pair them with the score charts for the other sections Reading, Writing, and Listening to see where your weakest skill is dragging your overall CLB down.
