What Each CELPIP Level Means: Levels 0 to 12 Explained
CELPIP levels run from 0 to 12, and from 3 up each level equals the same CLB level. What every level means and what it is enough for.

CELPIP reports each skill as a level from 0 to 12. From level 3 up, your CELPIP level is the same number as your CLB (Canadian Language Benchmark) level, so a 9 is CLB 9. Level 2 counts as CLB 1 or 2, and levels 0 and 1 mean the test did not have enough of your answer to assess.

How does the CELPIP level scale work?
Each of the four skills gets its own level. Listening and Reading are marked by computer: every correct answer is 1 point out of 38, and your points are converted to a level. Speaking and Writing are scored by trained raters against four categories each. Every level comes with a one-line description from CELPIP, and celpip.ca now also lists the matching CEFR level (the European scale many universities and employers outside Canada use).

What does CELPIP level 12 mean?
Level 12 is the top of the scale: CELPIP calls it expert proficiency in high-stakes situations, the same as CLB 12. At this level your English holds up under pressure, in an argument, a job interview or a complaint that matters. In Canada it is more than any immigration program asks for. In Australia, a 12 in Writing is part of the Superior English band (see the Australia section below).
What does CELPIP level 11 mean?
Level 11 is advanced proficiency in high-stakes situations, CLB 11. The difference from 12 is small and mostly about consistency: an 11 is still clearly strong, with fewer of the precise, natural choices that make a 12. For Express Entry points an 11 counts the same as a 10, because the Comprehensive Ranking System (CRS) language table tops out at "CLB 10 or more", so very few people need to chase it.
What does CELPIP level 10 mean?
Level 10 is highly effective proficiency in some high-stakes situations, CLB 10. Compared with a 9, the answers are more precise and more natural, with rarer slips. A 10 is the usual aim for people who want the most language points Express Entry gives: CLB 10 or more earns the top row of the language table, 34 points per ability without a spouse. What does CELPIP level 9 mean?
Level 9 means effective proficiency in some high-stakes situations, and it equals CLB 9. It is the level most Express Entry candidates aim for, because CLB 9 in all four abilities is where the CRS doubles the skill transferability points: up to 50 instead of up to 25 for language combined with education, and the same for language combined with foreign work experience, per IRCC's CRS criteria.
What separates a 9 from an 8 in Speaking and Writing is mostly control: ideas fully developed, words chosen for the exact situation, and errors that never get in the way of meaning. The official wording for each category is in the Writing level descriptors and the Speaking level descriptors.
What does CELPIP level 8 mean?
Level 8 is good proficiency in more demanding situations, CLB 8. It clears every Express Entry minimum, and it is also where Australia's Proficient English band starts for Reading and Speaking. The step up from 7 is that you handle less familiar topics without falling back on the same few phrases.
What does CELPIP level 7 mean?
Level 7 means adequate proficiency in somewhat demanding situations, CLB 7. It is the minimum in all four abilities for the Federal Skilled Worker Program, and for the Canadian Experience Class when your job is TEER 0 or 1, per IRCC's Express Entry language rules. In Australia, at least 7 in every component is the Competent English band.

What does CELPIP level 6 mean?
Level 6 is developing proficiency in everyday social, educational or workplace situations, CLB 6. You can handle familiar, everyday tasks with some control, but longer or more abstract topics still break down. It meets the CLB 5 minimum for Canadian Experience Class jobs in TEER 2 or 3, though not the CLB 7 needed for Federal Skilled Worker.
What does CELPIP level 5 mean?
Level 5 is acquiring proficiency in everyday situations, CLB 5. It is the minimum for the Canadian Experience Class with a TEER 2 or 3 job, and for Speaking and Listening in the Federal Skilled Trades Program (Reading and Writing need CLB 4 there), per IRCC. In Australia, at least 5 in every component is the Vocational English band.
What does CELPIP level 4 mean?
Level 4 means adequate proficiency for daily life activities, CLB 4. It is the level you need in Speaking and Listening for Canadian citizenship if you are 18 to 54, per IRCC's citizenship language rules. Reading and Writing are not tested for citizenship; see the CELPIP score you need for citizenship.
What does CELPIP level 3 mean?
Level 3 is some proficiency in limited contexts, CLB 3. You can deal with short, simple, familiar exchanges. It is the lowest level that maps to a single CLB number, and it is below every Canadian immigration and citizenship minimum.
What do CELPIP levels 2, 1, 0 and NA mean?
Level 2 means limited ability in situations tied to immediate needs, and it counts as CLB 1 or 2. Levels 1 and 0 mean "insufficient information to assess": there was not enough of your response to give it a level. NA means "not administered", which CELPIP defines as a test component you did not receive.
How do CELPIP levels compare with Australia's English bands?
CELPIP lists four Australian Department of Home Affairs (DHA) bands. Each band needs a minimum in every skill:

How long do CELPIP results count for Canadian immigration?
For Express Entry, your results must be less than 2 years old when you create your profile and again when you submit your application for permanent residence, per IRCC. Plan your test date so the results are still inside that window when you apply.
